Summary: Reasons for not collecting tax from settlers. Asks for interpretation of provision exempting them for six years.


At the various meetings of the settlers of the Colony under my charge, which have taken place since my arrival at this place, I endeavoured to acquaint myself with their choice in regard to the form of government. They have manifested a unanimous disposition to submit to any form of government adopted by a majority, inclining however, in favor of a federal republic.

The foregoing is compliance with your communication of the 7th Ultimo.
