Summary: Appoints Austin his deputy in extending titles to settlers.
Having been called by the Government to take my seat in the
Deputation of this Province of which I am a Member, I therefore
Authorise Lieutenant Colonel Stephen F. Austin to proceed in my
absence with the Surveying and designating the lands and lots for
Settlers within his Colony and to do whatever may be necessary
towards completing the affairs of the Colony untill my return,
