I will at as early a time as possible, call together all the inhabitants of this District to inform them of Your Excellency's Dispositions, that they may if they should wish it give their instructions to the Representative, for the Government of his Conduct, and to enable him to obtain a relief to the declining State. I will inform Your Excellency of the result of the meeting.
